    They didn’t search her. They kept asking her to get out the car because they were about to tow it. Apparently the driver was guilty of an offense of some sort that required the car to be towed. And it couldn’t be towed with her in it. She was warned repeatedly that as yet she hadn’t committed an offense but that she would if she kept refusing to cooperate. He warned her that she was interfering with the investigation. Then later after she continued to mouth off and not cooperate he told her she was under arrest and then proceeded to restrain her. The police have the right to do all of that.

She was asked to exit and refused, that’s failure to cooperate with a police officer, the same thing that gets protestors arrested when they block a street and refuse to move. She may also be guilty of obstruction of justice if her actions made it impossible to investigate the driver of the car which is what this is really about. She was warned repeatedly and given two facts.
