Without coherent context, it sounds like Biden is introducing a new green energy spending initiative even more certain to perfect the weather than the inflationary boondoggle bill sneeringly referred to as the Inflation Reduction Act:

No wonder they want to abolish cash and go all digital with the currency. Not only will it prevent thought criminals from buying food, it will facilitate adding zeroes to denominations to finance spending, as in Zimbabwe under similar leadership. Only so much money can be wrung out of taxpayers.
