The good news is that FEMA eventually addressed the damage inflicted by recent hurricanes. Also encouraging is that Customs and Border Protection does something besides change diapers for the babies dragged along by the millions of foreign invaders Democrats have allowed to pour over the border.
The bad news is that they are federal agencies; this has implications regarding their efficiency:
