In New York, not only do foreigners not have to provide proof of citizenship to obtain a driver’s license, they don’t even have to give a full name:
If New York wants to hand out CDLs to illegal immigrants with “No Name Given,” that’s on them. The moment they cross into Oklahoma, they answer to our laws.

The New York Post reports:
The New York Department of Motor Vehicles confirmed to The Post that the license, issued on April 14 and set to expire May 26, 2028, was real.
Migrants who cannot read traffic signs and who do not even know how to drive have been obtaining driver’s licenses, with devastating consequences.
These consequences could become more devastating still. Anyone remember 9/11?

All but one of the 19 illegal aliens who carried out those attacks in 2001 had some type of US-issued identification document.
It was easy for them to fraudulently obtain driver’s licenses and state IDs, which allowed them to move around freely to plan and execute their terror attacks. That’s why the REAL ID Act was passed in 2005. It mandated that certain information must appear on licenses, including full name.
The image that Stitt tweeted shows a purportedly REAL ID-compliant New York state CDL, identifiable by the star in its upper right-hand corner.
It is debatable whether New York is still part of the USA, so it may be unreasonable to expect it to comply with federal requirements.
